ABP, CBRE IM launch €350m Dutch senior housing strategy

Dutch pension fund ABP Pension Fund and CBRE Investment Management have launched a €350 million investment strategy targeting the development of sustainable and affordable rental housing for seniors in the Netherlands, as institutional capital continues to address structural housing shortages.

The strategy aims to deliver approximately 1,000 newly built senior homes over the coming years, with more than half allocated to the affordable segment. The initiative will focus on projects across the Netherlands, incorporating high environmental standards, life-cycle-resilient designs and shared community amenities.

All developments are expected to meet stringent sustainability benchmarks, targeting at least BREEAM-NL In-Use Excellent certification and alignment with the Carbon Risk Real Estate Monitor, reflecting growing investor pressure to decarbonise real estate portfolios.

“The Dutch housing market has faced a structural shortage for many years, intensified by demographic ageing and a declining supply,” said Bas Tiemstra, Head of Continental Europe Direct Real Estate Strategies at CBRE Investment Management. “This calls for decisive action.”

The Netherlands is experiencing rising demand for senior housing driven by an ageing population, while supply has lagged, creating opportunities for long-term institutional investors seeking stable, income-generating assets.

Harmen van Wijnen, Chairman of ABP, said the initiative supports both social and financial objectives. “By investing in affordable and sustainable senior housing, we are contributing to an inclusive society while generating stable long-term returns for our members,” he said.

The new vehicle expands the partnership between ABP and CBRE Investment Management in the Dutch residential sector. Including a previously announced mandate focused on affordable rental housing, the total joint investment volume now stands at approximately €1.25 billion, targeting more than 3,500 homes.

The move underscores a broader trend of pension funds increasing allocations to residential strategies that combine affordability with ESG-driven development, particularly in supply-constrained European markets.
